** New Rules for Teen Drivers **
EFFECTIVE FEBRUARY 22, 2010, CHAPTER 403 OF THE LAWS OF 2009 MAKES THE FOLLOWING CHANGES TO THE NYS GRADUATED DRIVER LICENSING LAW:
  • For licenses and permits issued on or after February 22, 2010, the law reduces from two to one the number of allowable non-family passengers under the age of 21 riding in a motor vehicle operated by a junior license holder when not accompanied by a parent, guardian, or driving instructor.

  • No new limited use junior licenses will be issued, and a junior permit must be held for at least six months before a junior license can be issued.
  • The number of required supervised driving hours before a road test can be scheduled is increased from 20 hours to 50 hours, including 15 hours after sunset.
